Mr. Matt Boehmer is the Director of the Office of People Analytics (OPA). OPA’s vision is to be DoD’s premier center for analytics, providing information on the total force, families and veterans, through the collection of data and analytical research. OPA provides efficient, evidence-based solutions for total force management in support of the warfighter and leads the Department in providing innovative, cost-effective data solutions.
Mr. Boehmer brings nearly 15 years of experience in program and fiscal management, as well as marketing communications and outreach expertise from his tenures as the Director of the Federal Voting Assistance Program (FVAP) and the Director of Joint Advertising Market Research and Studies (JAMRS).
In his capacity as the FVAP Director, Mr. Boehmer administered the federal responsibilities of the Uniformed and Overseas Citizens Absentee Voting Act on behalf of the Secretary of Defense. The act covers the voting rights of Uniformed Services personnel, their families and U.S. citizens residing abroad.
JAMRS enables DoD leadership and the Services to make informed research-based recruiting decisions, eliminate unnecessary redundancies across the recruiting communities and conduct focused outreach efforts that are distinct from, yet integral to, those of the Services in order to preserve and enhance the All-Volunteer Force.
Mr. Boehmer began working for the federal government in December 1991, when he joined the Department's Outstanding Scholarship Program after receiving a bachelor of science degree in psychology from the University of Mary Washington. He has spent his 25-year career working for the Office of the Under Secretary of Defense for Personnel and Readiness.
Mr. Boehmer graduated from the 1999 Executive Leadership Development Program, received the Joint Meritorious Unit Award in 1999 and 2016, and in 2007 received the Medal for Exceptional Civilian Service from the Office of the Secretary of Defense.
